IRDAI Proposal Sends Banking Stocks Lower as NIFTY Bank Falls

Banking and financial stocks came under heavy selling pressure on Thursday after the Insurance Regulatory and Development Authority of India (IRDAI) proposed changes to insurance distribution rules. The IRDAI insurance distribution proposal includes tighter Expense of Management (EoM) limits and lower commission caps, raising concerns about fee income from bancassurance activities.

The NIFTY Bank index fell more than 2%, or 1,135.65 points, at 2:21 PM, with 13 of its 14 constituents trading lower. The decline added pressure to the broader Indian market, which was already facing weak global cues and rising crude oil prices.

The IRDAI insurance distribution proposal is aimed primarily at insurers and insurance distributors, but banks were also affected because many lenders sell insurance policies through bancassurance channels.

Banks receive fees or commissions for distributing insurance products. Any reduction in permitted commissions could therefore affect bancassurance income, although the impact differs depending on each lender’s product mix and reliance on insurance-related fees.

Jefferies said the proposals could be slightly negative for bank bancassurance fees, particularly from credit-protection products. It identified IndusInd Bank and IDFC First Bank as having relatively higher exposure based on FY26 commissions compared with normalised FY27 profit.

The IRDAI insurance distribution proposal also sets out a phased reduction in EoM limits. For life insurers, the proposed limit would move towards 12.5% over five years, while the limit for general insurers would decline towards 20% over the same period.

Commission limits would also vary according to factors including the insurance segment, distribution channel, product complexity and the effort required to sell and service policies.

Macquarie said Axis Bank and HDFC Bank could face greater exposure than SBI, ICICI Bank and Kotak Mahindra Bank. HSBC, meanwhile, described the proposed EoM limits as stringent and said they could have broader implications for insurers, brokers and lenders.

Insurance distributors also faced pressure. PB Fintech and Turtlemint Fintech Solutions saw sharper reactions because their businesses are more directly connected to distribution commissions.

The proposed IRDAI insurance distribution proposal remains important for insurers, banks and distributors as the industry assesses the potential effect of lower expense and commission limits.

At the close of the reported market session, HDFC Bank was down nearly 2% at ₹730.15, while Axis Bank was more than 5% lower at ₹1,179.90. SBI fell 1.75% to ₹976.70, while IndusInd Bank declined 4.38% to ₹917.30.

The eventual impact will depend on the final regulatory framework and how individual financial institutions adjust their insurance distribution models and product mix.
